为了归还辖区警署证物，糸村聪和科搜研的村木繁一同来到宫津湾。在那里他们遇到了正在追捕疑犯的宫津中央署刑警石神一志，并帮助他抓到了疑犯。之后村木因晕船抱恙，糸村便和村木来到了附近的小饭店休息。就在这时，他们收到特对室的联络，京都市的前经济产业大臣音羽信彦被发现遭遇枪杀倒在家中，而此案的嫌疑人正是糸村他们所在的饭店的店主水岛俊树。水岛趁着糸村暂时离开饭店之际逃走了。之后糸村在店中的神龛上发现了一把奇怪的钥匙。据村木鉴定，那是一把制作了有50年的古董钥匙。另一方面，警方发现这次枪杀案所使用的枪支，就是5年前音羽前大臣的儿子贵志被枪杀时所使用的枪支。当时贵志和其父正全力引进风力发电项目。他被枪杀后，警方首先怀疑了反对他的环保团体，但结果因为证据不足，此案陷入了僵局。这两起案件是否有关联呢？此时，水岛的女友小川舞子以及音羽前大臣的女儿宫津市议员律子等人一一浮出了水面。与此同时，那把使用了两次的枪支又再次响起，这次到底又发生了什么事呢？
